lpv:spoken text	"I voted for this report and would like to underline that sustainable energy is a key driver of development, and reiterate its call for a specific ‘energy and development’ programme with a special focus on renewable, energy-efficient, small-scale and decentralised energy solutions and the promotion of capacity development and technology transfer in order to ensure local ownership. The report notes that large-scale renewable energy schemes may be necessary in order to meet in a sustainable way the growing energy demand from urban centres and industry, particularly in emerging countries; it calls for such schemes to adhere, in all cases, to the highest social and environmental criteria."@en1
