"In recent times, European citizens have become more aware of the importance of voluntary activities. This awareness is evident in the increasing numbers of citizens involved in these activities, which not only provide personal development and cultural learning, but also contribute to strengthening civic values, solidarity and participation in democratic life. As such, Member States are called on to implement the provisions of Council Directive 2004/114/EC on the conditions of admission of third-country nationals for the purposes of studies, pupil exchanges, unremunerated training or voluntary service. In the same vein, simplification of the procedures for the granting of visas to those wishing to undertake voluntary activities as part of the European Neighbourhood Policy should also be promoted. As such, it is hoped that there will be greater cooperation between volunteers from the European Union’s Member States and third countries, in particular, in the context of the European Neighbourhood Policy. In addition to the primary benefits associated with volunteering, democracy and the rule of law can be promoted in third countries. I voted for this report for the aforementioned reasons."@en1
