"The own-initiative report on the 2011 Year of Volunteering, adopted by the Committee on Culture and Education and at Parliament’s plenary session, provides an assessment of the actions taken by the EU during the course of the last year, which was devoted to the concept of volunteering. In addition to evaluating the report, the Committee on Culture and Education also made recommendations on promoting and facilitating voluntary activities, especially in cross-border situations. I supported this report, both at committee level and in plenary, because I feel that it provides considerable added value, even though it is still only an own-initiative report. The points which it contains are fundamental to the efficient operation of the EU’s volunteering programmes. It stressed the need for funding, both via its own programmes and the Cohesion Fund, as well as for liberalising the visa scheme for non-EU citizens who are interested in doing voluntary activities in the EU."@en1
