"Initiatives organised for the European Year of Voluntary Activities in 2011 demonstrated the importance of volunteering, a phenomenon which involves approximately 100 million European citizens, who are able to contribute 5% of European GDP. A growing number of EU citizens of all ages participate in various areas, such as education, culture, youth policy, sport, the environment and relations with third countries. Unfortunately, the need for fiscal consolidation is endangering the financial sustainability of many non-governmental organisations, making it necessary to ensure adequate and stable funding and to simplify administrative procedures. The Member States are called on to put in place adequate legal frameworks and draw up national strategies to promote the growth of volunteering activities, whether by recognising the volunteers’ rights or improving information networks.
The Commission is called on to negotiate easier visa regimes for non-EU citizens wishing to enter the EU, and to set up a centralised EU volunteering portal. It is worth noting the support for the Commission’s proposals to create a European Voluntary Humanitarian Aid Corps and a European Skills Passport; the combination of these measures is essential for promoting cross-border volunteering.
