"According to the Treaty of Lisbon, the actions of the European Union on the international stage shall be based on the principles of the universality and indivisibility of human rights, respect for human dignity and the principles of equality and solidarity. It is well known that the level of preservation of human rights in some Latin American countries is very low. According to data from the United Nations Development Programme, this is a region in which there are over 180 million people living below the poverty line, and ten countries in Latin America remain among the fifteen most unequal countries in the world. Despite the critical situation in the social field and the field of human rights, the crisis has affected the region much less than, for example, the European Union. The prospects for 2012 are positive and real economic growth could be as high as 4.5 per cent. I agree with the rapporteur, Mr Cortés Lastra, that the new proposal for the DCI should focus mainly on the improvement of redistribution and strengthening of social cohesion. The new DCI should place greater emphasis on combating poverty and should also encourage investment, particularly in education, science and technology."@en1
