"Mr President, ladies and gentlemen, this report correctly assesses the critical and beneficial aspects of the world of volunteering and puts forward significant solutions for cross-border cooperation. It is essential, given freedom of movement within the EU, that voluntary organisations are able to carry out their activities without bureaucratic, economic and social obstacles. The proposal to assess skills at a European level and to create a coordinating body for volunteering work is positive, as is the need to improve information networks, training and financial assistance. One issue that is not discussed, but which I regard as worth investigating, is related to the two major classes of volunteers, that is, those who carry out their activities totally free of charge and those who receive an allowance or salary. It would be good to get a breakdown of the skills and fields of intervention for each of these modes of volunteering which, although different, are equally indispensable."@en1
