"In the face of the ongoing structural crisis, the ‘six-pack’ was adopted over the course of the last year in order to be able to clearly put those Member States that exceed the limits for budgetary deficits and public debt in their place. Now, we have the ‘two-pack’, the idea of which is to ‘take by the hand’ those Member States in the euro area facing enormous and severe financial problems, or which are in imminent danger, thus enabling them to return to a normal situation and to protect the other Member States from potential negative effects. Since 2009, it has been impossible to reduce unemployment rates as a result of the far too little recovery in the labour market. On the contrary, youth unemployment has risen strongly in many Member States, and is already over 50% in Spain, for example. Action is thus drastically needed."@en1
