"Mr President, in essence, the European Commission’s proposal properly puts on paper as secondary legislation the procedure that already applies to Member States receiving financial aid in the euro area and, at the same time, eliminates conflicts with the Fiscal Compact Treaty and puts this legislation in order. The more we here at the European Parliament attempt to insert political accents and sometimes also national, domestic policy accents, the more we risk failing to achieve a quick and constructive result in the ‘two-pack’.
What are we really talking about? What comes first? Is fiscal discipline first, followed by reduction of debt payments through the debt redemption fund mechanism or eurobonds, or is it the other way round? It can all be summed up in a single phrase as mutual mistrust.
If we fail to achieve a quick and sensible result, we shall be facilitating different treatment and jealousy among Member States with regard to the methods of support. That is not what we are really able to achieve at this time. Let us be responsible."@en1
