"Mr President, over the past two years, as the different measures to solve the eurozone crisis have been decided, the legislation required to implement them has been struggling to catch up. The ‘two-pack’ should do just that: adding the secondary legislation to implement the decisions that were made by the eurozone Member States when they demanded monetary missions to Greece and others as a condition of financial assistance. We need to proceed quickly, as events continue to unfold in individual Member States, and we should not extend the scope. The framework being put in place rightly allows for the different treatment that Spain will receive, separating out the concept of recapitalisation of banks from a macro-economic adjustment plan. Yet I have some concerns for those countries which were bailed out earlier and have not been given the benefit of this special treatment. As the details emerge of precisely what terms the Spanish Government has managed to secure for its banking bailout, the principle of equal treatment must be followed. If a lower interest rate is justified for Spain, it must also be considered retrospectively for Ireland and its banking bailout. Equality in implementation will show true solidarity."@en1
