"Mr President, volunteering is at the heart of a functioning European society. For some areas, such as social and health services, fire-fighting activities, leisure activities for the young and so on, the network of volunteers forms an indispensable part of the system. One in five EU citizens gets involved in beneficial activities on a voluntary basis and our task is to facilitate the possibility of cross-border volunteering. This will help, among other things, to break down remaining historical barriers. I share the rapporteur’s view that we should create a European Voluntary Humanitarian Aid Corps and that we must find a way of facilitating the mobility of volunteers. The European Skills Passport is a good step in this direction. For selected sectors, there is also the solution of modifying administrative permits for third-country nationals in order to facilitate volunteering. The sharing of know-how will certainly help. Legal measures to prevent the misuse of this arrangement for illegal migration will also be of key importance. I therefore do not support lifting the visa requirement for such cases in the current phase."@en1
