"Mr President, I would like to speak to you about how the work of our institution is organised.
The Treaties state that Parliament’s plenary votes should be held mainly in Strasbourg. Additional part-sessions should only be held if it is not physically possible to vote on all texts in Strasbourg. Yet, regrettably, we can see that the agendas for our part-sessions in Strasbourg are shrinking from month to month, while, on the other hand, those for the additional part-sessions in Brussels are growing from one additional part-session to another. For example, we saw that the budget discharges were voted on in Brussels in 2011 and 2012. The fact is that this is not what is stated in the Treaties.
Mr President, I would like to say to you that our legislative work is organised around the plenary sittings in Strasbourg and I wish that the political groups and Parliament’s administration – Parliament’s administration is very important as it has the power to make and undo decisions without consulting Members and I would like to point out that it is Members who make decisions and not always officials – would enforce the operating rules, in order to comply with the Treaties and to ensure that proper legislative procedures are followed."@en1
