"Madam President, this debate is about the 2008 scheme currently being reviewed. Some of the proposed changes are self-evidently beneficial, such as the removal of preferences for high-income or upper-middle income countries. However, it appears that powerful exporters such as China, India, Indonesia and Thailand will continue to be part of the scheme, at least for the time being. The changes to the safeguard clauses allowing EU producers the legal right to seek action if they face serious disturbances to their business, or a deterioration in their financial situation, are clearly beneficial. Under the graduation process, whereby a country lost its preference if its exports of a product exceeded 15% of the GSP total, this figure will now, unfortunately, be raised to 17.5%. In my view, individual states should have the final say over the withholding of preferences, based on the impact of imports on that state, and not on the exporter’s percentage of the GSP total."@en1
