"Mr President, Commissioner, this reform contains some good provisions. I am thinking about the removal from the system of emerging trading powers, which, one must say, had profited from the advantages of the present mechanism to the detriment of the most vulnerable countries. Therefore, refocusing the benefit of the system on the poorest countries is a good thing. However, in wanting to correct the excesses of one system, are we not, ultimately, creating some injustices as the application of the sole criterion of income per capita would result in a number of countries, which are neither least developed countries (LDCs) nor low income countries, but which are fragile, finding themselves at risk of being penalised? In particular, I am thinking of the small island developing states, whose vulnerability would have justified granting them a special status. Ultimately, are there not other less explicit, more unspoken objectives which could be in mind? Namely, to compel the countries that may leave the Generalised System of Preferences (GSP) to sign free trade agreements and economic partnership agreements (EPAs), which – to say the least – are not supportive of these countries and do not have unanimous approval?"@en1
