What Europe needs is a new agenda for future growth. This new agenda will demand a paradigm shift, a new way of thinking towards our production and consumption patterns. The Road map for a Resource Efficient Europe gives the analysis and sets the first steps towards this new agenda. But it does not reflect the necessary sense of urgency. The highly competitive world we live in and the spectacular rise of emerging economies do not give us this much time.
