"The only path towards growth and employment in Europe is one based on a resource-efficient Europe, as this will make it more competitive and result in new sources of growth and jobs in various sectors of activity, at a time when these are not being sufficiently exploited within the EU. Moreover, this will result in greater cost savings due to more efficient management of resources, commercialisation and innovative processes over their life cycle. We should follow this path in order to support a Europe that is increasingly efficient and competitive at global level. The EU must make better use of its resources in order to benefit the environment and future economic growth. We have set out ambitious plans to tackle this issue, and it is now up to the Member States to take up the challenge and fight for resource efficiency. The implementation of these plans will mean significant economic growth, job creation and protection of the environment. The Member States should adopt the ‘polluter pays’ principle for taxation, thereby providing an incentive for the protection of the environment and technological innovation. This would also allow cuts to other taxes, including labour taxes. The inefficient and wasteful use of resources should be subject to higher penalties in order to help boost competitiveness, while preserving the environment."@en1
