"Mr President, if our financial system is about to collapse, we can survive it, with a lot of pain, but if our resource system collapses, there is no way out of it: it is game over. This is the point we are getting close to with resource scarcity.
To avoid this, I think this Commission proposal for a resource-efficient Europe is a good start, but we definitely need to move forward. We need broad definitions of resources so that all ecosystem services are included. We need better integration of resource efficiency into our growth strategies. We need indicators in our budgets both at EU and national levels. We also need to include, as proposed, a compulsory element as a growth strategy in the European Semester and in macro-economic indicators. We need to abolish environmentally harmful subsidies and, yes, we need an effective ecodesign directive that has rules on the resource-use footprint, recyclability and a resource-efficiency index. It is crucial to have all products included. I would like to encourage the Commission to act boldly on this and to have this growth discussion included also."@en1
