"Mr President, it is not that simple or easy to identify the response to the challenges which our society is facing in terms of resource efficiency. This is why I would like to congratulate the rapporteur, the shadow rapporteur and all those who helped finalise this report. What is important now is that we know specifically what we have to do and know where we want to be, but we still have to galvanise ourselves into achieving our proposed targets within a reasonable time. There is still a great deal to do at national and local level. If we simply take the management of urban waste in Member States, the situation varies greatly. There are Member States which have completely stopped dumping urban waste in landfills, such as Germany and the Netherlands, countries which have a very high rate for recycling municipal waste, such as Belgium or Sweden, or countries which have a fairly low recycling rate, as is the case with Romania. On this point, I would like to add that the new Romanian Government has also included among its priorities the adoption of a strategy and national plan for waste management. It is clear to see what an important role national and local administrators play in accepting the new guidelines from the European agenda, as well as in devising methods and procedures for implementing the necessary changes in the shortest time possible. It is vital for us to have the general public on our side and that more and more people are proactive. I believe in sustainable consumption and in the importance of recycling and reducing waste to a minimum. This is the right direction in which we ought to be heading."@en1
