"Mr President, as it says in the resolution that we are dealing with, the challenges that are facing our planet with respect to natural resources are very clear. That is why long-term measures and planning are important, and the Commission has rightly made the efficient use of natural resources a key component of the Europe 2020 strategy. The worldwide increase in the population, the fact that the number of middle-class consumers has almost doubled, and the growing need for food production are bringing about a situation that has to be resolved in a sustainable way and as soon as possible. Europe is no exception, and the resolution we have to vote on tomorrow is a timely one for us. Using natural resources as efficiently as possible will increase the EU’s competitiveness and help preserve the environment and biodiversity, and it will have an important role in the transition to a low carbon industry. We must, however, be prudent when we decide on the measures that will ensure that our natural resources are used as sustainably, and also as efficiently, as possible. For this reason, I do not support the need for new legislative initiatives, as proposed in the report. On the contrary, we should now be effectively implementing the laws and legislative acts that exist. The danger is, and this has already happened in our policy on climate change, that we will create a legislative jungle, where overlap will make the achievement of the goal itself not just impossible, but also expensive. The resolution also goes too far in proposing practical measures on the ‘one size fits all’ principle. For example, local circumstances need to be taken into account in matters of waste. Incineration may, in some situations, be necessary, and even useful, from the perspective of energy supply. Similarly, the proposals to raise environmental taxation or to introduce new taxes do not apply everywhere, and those countries that are rich in natural resources will not be keen on them.
