"Mr President, no one is in any doubt that increasing the EU’s resources would be positive. No one is in any doubt that everyone needs to contribute at this time of crisis. However, today’s proposal and debate have raised a number of doubts. First, what is so useful about debating a proposal that will lead to so many problems for the Council, at a time of crisis and when we need to invest in growth, which requires unanimity? Second, as this is not a global solution, what impact will it have on the internal market, which is itself part of a global market? Could it be that it will only lead to distortions? Third, what is the aim of this proposal? Regulation is not the right path. Is it to find revenue for the EU budget? That would indeed be a good path to follow. How will the impact on taxpayers be limited? How will it not increase prices for those not obliged to pay a tax like this one? All these questions have been raised about the good intentions and good ideas behind this proposal, and we should reflect on them, naturally."@en1
