"Mr President, Minister, Commissioner, while this morning our debate could be considered as merely going through the motions, given the situation in the Council, I would still like to reiterate that, in general, the Committee on the Internal Market and Consumer Protection warmly welcomed the Commission’s proposals for three main reasons. Firstly, if we wish to avoid serious distortions in the internal market with regard to any type of financial transaction tax, it is essential that the land base for this tax is the EU, and nothing but the EU. Neither the euro area nor an alternative geographical arrangement would constitute an adequate base or have a suitable framework for it. Only the EU has an internal market. Only the EU has a budget. All other considerations relating to the budget and the correct functioning of the internal market can only be of worth if they are useful for the entire European Union. Secondly, we clearly stated that it should logically be a tax that favours certain types of healthy financial transactions which are necessary for the economy, such as the fund industry, which we proposed should be less heavily taxed than derivatives or High Frequency Trade, and that other types should be penalised. Finally, we insisted that this should be an own resource, because we should not create the first truly European tax simply to bail out Member States’ budgets."@en1
