"Madam President, as the Commissioner pointed out, Belgium is appalled by the murder of a young man, kidnapped and beaten to death on 22 April, because of his sexual orientation.
This murder tragically illustrates what homophobia can lead to. It is a tragic example that shows that homophobia, although largely underestimated, is, in fact, very real, and the sad reality of homophobic violence is not unique to Belgium. In most Member States, homosexuals are still victims of discrimination and harassment and even physical attacks.
In Belgium, the government has expressed its willingness to implement a national action plan against homophobia to systematically combat violence against lesbian, gay, bisexual and transgender (LGBT) people. The Union, which proudly vindicates individual freedoms and respect for the principles of tolerance and non-discrimination, must take Belgium’s lead and fight for a European action plan against homophobia. The first step in this direction would be for the Council to adopt the cross-cutting anti-discrimination directive, as recommended in my report on social inclusion."@en1
