"In Turkey, a legal framework on women’s rights is, to a great extent, in place, but it is by no means sufficient. To date, the Turkish Government has enacted laws, by-laws, strategy papers, national action plans and protocols on important issues such as the prevention of violence against women, on the schooling of girls and the eradication of illiteracy among women, as well as increasing women’s participation in the labour market. However, the transformation of this legislation into practice has not been at satisfactory levels.
Furthermore, the lack of cooperation between the Turkish Government and civil society has also been the case in the area of women’s rights, which is particularly regrettable since gender equality can only be achieved with the coordinated efforts of the whole of society. In Turkey, further legislation and a chiefly cultural change are necessary in order for women to acquire the same rights as men."@en1
