"This report follows on from a previous report, by a rapporteur from the Confederal Group of the European United Left – Nordic Green Left, focusing on the specific case of vulnerable consumers, a complex concept that it defines in a wide-ranging and comprehensive way. The rapporteur proposes that the European Commission and the Member States develop strategies aimed at reinforcing the rights of vulnerable consumers in areas such as telecommunications, access to the courts, energy, transport, etc. It makes suggestions about, for example, strengthening pre-contractual and contractual information requirements, and a stronger right of withdrawal when the provider or seller has not
made the relevant information available clearly and comprehensibly. The ‘vulnerable consumer’ concept also includes children, older people and women. It also suggests paying particular attention to the specific conditions of certain individuals, such as those without access to the Internet or those with disabilities. It also suggests stricter advertising standards, requiring better information about risks and preventing exaggeration of the potential benefits; it even mentions the specific case of financial products.
