"This report sets out several general principles governing criminal law and stresses that ‘harmonisation measures should be proposed (...) with a view to supporting the application of the principle of mutual recognition’, whilst supporting ‘the development of a common EU legal culture in relation to fighting crime’. We consider criminal matters an area that falls exclusively to the sovereign actions and policies of the various Member States. As such, we do not advocate the harmonisation of criminal policies and the constitution of shared codes for criminal matters. In this regard, there are other paths to follow and explore in relation to combating crime, such as judicial cooperation, cooperation on investigations and combating crime. Moreover, promoting policies that reduce social inequalities and promote important social, economic and labour rights would play a key role in crime prevention. That is definitely not the path that the European Union has been following."@en1
