"The harmonisation of European standards must also be carried out with reference to the law. Our European model is based on values, particularly in the field of criminal law. I therefore approved the adoption of strong criteria in the implementation of the new EU criminal legislation which provides that fundamental principles be recalled: respect for the principles of subsidiarity and proportionality and the absolute respect for the principle of the presumption of innocence. It goes without saying that EU criminal law must respect the Charter of Fundamental Rights and the European Convention on Human Rights."@en1
