"Mr President, this is good news. The European Parliament has just passed a resolution that will give vulnerable consumers greater protection.
In the first instance, there was a problem with the definition: vulnerable consumers have traditionally been seen as older people, people with a disability or people who cannot easily assert their rights. This is true; in reality, however, things are more complicated and all of us can be vulnerable consumers at one time or another, especially given the advent of new, extremely aggressive selling practices. I am referring, in particular, to the whole area of
commerce, behavioural advertising, etc. A legal instrument was therefore needed and, in my opinion, it is to be welcomed.
Secondly, while this instrument certainly needed to assert the rights of vulnerable consumers, it also needed to provide them with the means of enforcing them. I think this is the other major advance that this instrument represents, and we should all welcome this step forward by Europe."@en1
