lpv:translated text	"Mr President, ladies and gentlemen, small and medium-sized enterprises are the basis of modern economies and are an effective tool in the fight against unemployment and the financial crisis. They represent the greatest source of new jobs, and it is to SMEs that the economy owes its growth. According to European statistics for 2005-2010, 85% of new jobs were created in SMEs. In Europe, 99% of firms are SMEs employing up to a dozen or so people. In this context, it is worrying to see the position of the Commission, which is proposing a change in the definition of SMEs by extending it to include firms with larger numbers of employees. Does this mean, Commissioner Hahn, that SMEs are going to have to compete for support with firms which have several hundred employees and which have well-prepared staff whose only role is to secure EU funding? Will this not create difficulties in obtaining support for scientific research and innovations in the framework programme, where awards are made on a top-down basis? You said, Commissioner Hahn, that SMEs are the backbone of the European economy. We all know that we should take particular care of our spine. Without increased access to EU funds, without reducing administration and without simplifying the process of applying for funds, which is complicated and too protracted, the Commission, Commissioner Hahn, will be one of the many voices in the European Parliament which have pointed out the problem and understood the reasons for its existence, but which, unfortunately, have not resolved it."@en1
