"Mr President, I will begin on a somewhat more positive note than the funereal lamentations I heard this morning. In preparation for this debate, I visited one of those projects in which European money from the Structural Funds is being used to preserve industrial heritage and provide the opportunity to start up new businesses. In the space of two years, 400 jobs have been directly created, and around a thousand jobs have been brought about. The idea, then, is to use existing instruments, along with the investment of private capital, to bring local and regional authorities together. I have three questions about this for the Commissioner and the Minister. First of all, is it not possible for the financial framework for 2014-2020, which we are now discussing, and which frees up some new money again, so-called revolving funds, to be moved up the agenda? We have a Council, an informal Council, coming up. There is a summit coming up. Should this not be used as precisely the opportunity to send a political signal? By which I mean a signal with which we provide clarity about heading 1 of the multiannual financial framework. Then, money will be released again. My second question is, would it not be possible for you to ask each individual Member State to produce a real action plan for SMEs? Why is that necessary, you may ask. The reason is that a number of Member States are still stuck in a bureaucratic muddle in this regard. My final point is that there are improvements we can make, we can cut red tape. By way of example, pre-financing for projects is still a major problem. The banks are not providing it, and companies do not have the money. We need to put a stop to this and create momentum. Could I have an answer to these three questions please?"@en1
