lpv:translated text	"Once again, pirates from the Horn of Africa are attacking cargo boats off their coasts. Piracy in the Gulf of Aden and the Indian Ocean is not, therefore, in decline. There are increasing numbers of incidents and they are becoming more violent. At the same time, more than 190 sailors are still held hostage and poverty remains ever present in this region of the world. I therefore voted in favour of this resolution, which calls for a strengthening of military resources, and also for solutions to be found to address the root causes of piracy. It is obviously essential to step up military presence, but that must be accompanied by an increase in humanitarian aid. Let us not forget that piracy and violence in the Horn of Africa are nourished, first and foremost, by the extreme poverty that prevails in the region."@en1
