"As far back as June 2007, the European Parliament passed the first regulation on roaming in German mobile communications networks. In doing so, we positively strengthened the internal market in mobile communications services. In particular, we cut the high prices for roaming considerably. However, the Commission’s July 2011 interim report showed that consumers are still not really offered tariffs lower than the maximum prices. We therefore want to strengthen competition and tackle the structural problems in the mobile communications market. The agreement in the trialogue has now delivered good results which, to some extent, provide incentives for more competition – and that means lower prices in the long term – for consumers and for market operators. For those who live in border regions, in particular, it should be emphasised that unintentional roaming will be made more difficult in the short term in that users will be informed how they can avoid these ‘expensive treats’ and use their mobile phones without roaming. It remains to be said at this juncture that this must be effected in an unbureaucratic way and that reclaims procedures must also be straightforward. I will be monitoring this closely and I will bring up all the negative elements that could possibly result over time in the review report that the Commission has to bring forward by 2016."@en1
