"The number of persons who make telephone calls, send text messages or browse the web while abroad is constantly increasing. Unfortunately, prices for these types of services are very high and there is still minimal competition in this market. These very high roaming tariffs do not benefit either consumers or the European economy. I believe that the ability to make calls or send data at favourable prices is closely linked to mobility. If we want greater mobility of citizens in the European Union, then we must make sure that excessively high charges do not stand in the way of using mobile telephones. Unfortunately, many Europeans switch off their telephones when travelling to another Member State because they are afraid of high phone bills. Telecommunications should become part of the internal market, but we will only be able to speak of such a market when roaming tariffs are at the same level as national tariffs. I am in favour of systematic reductions in roaming tariffs, and this objective will gradually be achieved over the coming years. Today, Parliament has approved roaming charges that are much lower than those proposed by the European Commission. I am pleased that Parliament has been more ambitious on this issue. The regulation as adopted today will provide greater protection for consumers, and measures have also been introduced to stimulate competition."@en1
