"There is no sign of a let up in the current prevalence and significance of illegal economic and financial behaviour. Financial fraud is widespread in many EU Member States and, in some cases, during 2010, some 90% of the cases reported by the EU were labelled as ‘suspected fraud’. However, illegal financial practices also include the use of EU funds, which are often managed badly, inefficiently and with a huge number of grey areas by the regional administrations of the Member States. I have tried many times to urge national institutions to take steps to resolve the problem. Putting greater controls on transactions is certainly a good starting point, but it is not enough: we need to spread a culture of legality and raise awareness of payment methods that move increasingly towards the use of
