Financial fraud is widespread in many EU Member States and, in some cases, during 2010, some 90% of the cases reported by the EU were labelled as ‘suspected fraud’. However, illegal financial practices also include the use of EU funds, which are often managed badly, inefficiently and with a huge number of grey areas by the regional administrations of the Member States. I have tried many times to urge national institutions to take steps to resolve the problem. Putting greater controls on transactions is certainly a good starting point, but it is not enough: we need to spread a culture of legality and raise awareness of payment methods that move increasingly towards the use of money."@en1
