"The report notes that in 2010, the overall financial impact of irregularities detected by control systems amounted to EUR 2 193 million, up from 2009. According to the European Court of Auditors (ECA), the control systems were found to be only partially effective in ensuring the regularity of payments. The ECA considers that, in the majority of cases, the Member States’ authorities had sufficient information available to have detected and corrected at least some of the errors before payments were made. There is therefore room for improvement. The rapporteur’s main criticism focuses on the lack of reliable statistical data on the extent of fraud and corruption, on the extent of tax and customs duty evasion, and on misuse of EU funds by organised crime; Parliament has repeatedly requested this data from the Commission. This means that the Commission is unable to assess the actual scale of irregularities and fraud in the EU, or to distinguish between individual cases. Although the report has positive aspects, some issues are not adequately covered and some of the solutions proposed require more context and some caution. We do not support the proposals on suspending payments or applying sanctions to Member States."@en1
