"Following the presentation of the European Court of Auditors’ annual report for the financial year 2010, the European Parliament’s Committee on Budgetary Control carried out the financial audit of the European Union general budget in respect of the Innovative Medicines Initiative Joint Undertaking as part of the 2010 discharge procedure. The Committee’s primary responsibility is to ensure and verify that the Community budget is implemented in a regular and efficient manner. As regards the Joint Undertaking’s financial management, the discharge report highlighted the fact that internal governance structures are not yet working optimally, that proactive communication activities are still lacking, and that available human resources capacities are not sufficiently exploited. It should be noted that the Joint Undertaking put several implementing measures in place in its operational processes in order to prevent conflicts of interest. All individuals involved in the activities of the Joint Undertaking should comply with pre-established rules. Furthermore, the discharge report calls on the Joint Undertaking to develop an action plan with concrete measures and deadlines to prevent conflicts of interest and strengthen transparency, and to submit it to the discharge authority. The discharge report notes that the financial audit was completed properly and revealed no major deficiencies regarding the Innovative Medicines Initiative. At its meeting in late March, the Committee decided to grant discharge and to close the accounts for 2010.
