In 2010, EU contributions to the decentralised agencies amounted to over EUR 620 million and it is therefore very important for these agencies to ensure the effectiveness of their expenditure and transparency with regard to spending. In its conclusions, the Court of Auditors highlights that some agencies have difficulties in spending their budgets in a timely manner and that funds are committed against projects unrelated to the financial year. I welcome the European Parliament’s call for the Commission to implement as soon as possible the Court of Auditors’ recommendation for a zero-based budgeting approach for agencies when drawing up agencies’ budgets, meaning that in future, the budget of each agency would be drawn up without reference to historical amounts, but would be determined by the stand-alone needs of each agency."@en1
