I welcome the fact that the Court of Auditors has been able to obtain reasonable assurances that all material aspects of the annual accounts for the financial year 2010 for all agencies operating in the area of freedom, security and justice are reliable, and that the underlying transactions are legal and regular. However, I regret that the majority of those agencies have high carryover levels and that some agencies still had a high vacancy rate in 2010. Within the framework of the revision of Decision 2009/371/JHA, the Commission should consider merging the European Police College with the European Police Office, with a view to improving resource allocation and reducing administrative costs."@en1
