The Commission is responsible for executing the EU budget and managing programmes and it is therefore vitally important in this difficult economic and financial crisis for the Commission to be an example by ensuring good public management. Good public management is an essential factor for maintaining citizens’ confidence in the European Union. The continuing financial and budgetary crisis in Member States also poses a risk to the Union budget, particularly due to financial risks in relation to loans granted to Member States. I welcome the European Parliament’s calls for the Commission to present an Action Plan for the achievement of priority actions such as closely monitoring the use of financial engineering instruments, improving and strengthening accountability, reconsidering the increased use of pre-financing and creating an effective sanctioning mechanism in the area of cohesion policy."@en1
