"I voted in favour of the report on the draft Council regulation on the electronic publication of the
. The proposal for a regulation stipulates that electronic publication will equate to publication of the Official Journal (OJ) of the European Union in accordance with legal requirements. In 2011, the Commission adopted the proposal for a regulation with the aim of enhancing legal certainty by broadening access to EU legislation and allowing everyone to rely on the electronic edition of the OJ as the official, authentic, up-to-date and complete version. The proposal also deals with the technical conditions under which electronic publication equates to valid publication and establishes the remit of the Publications Office of the European Union (OPOCE) in this area. However, in exceptional and temporary cases of unforeseen disruption to the electronic publication, the paper version will have legal value. I think that legal certainty needs to be increased and better access provided for citizens to European Union legal acts. Currently, almost everyone consults just the electronic form of EU legal acts. Consulting the paper versions of the OJ is a time-consuming, costly process and is carried out by very few users."@en1
