"Madam President, the Committee on Employment and Social Affairs of the European Parliament approved discharge for the financial year 2010 on 13 February 2012, at an extraordinary meeting. In our sphere of competence, that means four European agencies: the European Training Foundation, Cedefop, the European Agency for Safety and Health at Work, and the Agency for Improvement of Working Conditions. We were pleased to establish that the annual reports are in line with the actual financial situation of 31 December and that the procedures carried out and the cash flow in the year in question comply with the financial rules of the agencies. Our opinion matched that of the European Court of Auditors in other respects. We could reach the same conclusion regarding the transactions that form the basis of the financial report. However, we drew attention to the need to work together more closely in planning future programmes and we welcomed the intention of the Commission to track Member States’ annual reports more closely. For example, in the case of the European Social Fund, the Commission is paying special attention to the added value provided by the European funds. In the case of the European Globalisation Adjustment Fund, we also pointed out the need to look at why only one third of the available amount has been drawn. This fund is the subject of quite considerable debate but, on the whole, I have to say that we are satisfied; this is the first year in which we do not have to raise serious objections concerning the financial management of the agencies."@en1
