"Mr President, the patentability of smart breeding techniques raises very important issues for the research and development involved in the seed industry, and is a very complicated issue. The processes in these breeding techniques introduce additional steps beyond those contained in conventional breeding practices. These steps and processes require considerable research and development, and therefore entail costs. We must be mindful of the need to protect those investments in order to provide appropriate incentives for future innovation.
Whilst it is right to consider the need to facilitate access to genetic materials, we also need innovation to address the huge challenge that we have with food security in the future. I therefore support my group’s amendments, which call for a detailed debate on this issue. This Parliament should not unilaterally direct the decisions of the European Patent Office and should definitely not do so by means of a backdoor resolution, without proper stakeholder input. The issue is too important for hasty proclamation without proper consultation."@en1
