"Mr President, Commissioner, ladies and gentlemen, climate change must, of course, be addressed as a whole, not only at the level of the European Union, but also globally. The fact remains that women, especially those who live in developing countries, are the main victims. The constant discrimination suffered by women in terms of income, access to resources, and participation in political decision making are some of the factors that explain the extreme vulnerability of women when natural disasters occur in developing countries. Our policy to combat climate change must not ignore gender issues, just as our development aid policy must not fail to give greater consideration to the role of women in developing countries. Mr President, ladies and gentlemen, the European Union must make every effort to promote the role of women in developing countries, in major international bodies and, in particular, at UN conferences on climate change. I sometimes get the impression that I am hallucinating, especially after what I have just heard. Mr President, it is high time that gender equality took centre stage in the drawing up and implementation of development, human rights and anti-global warming policies."@en1
