lpv:translated text	"Mr President, on behalf of the Commission I welcome your report setting out the position of Parliament on what was agreed, as the report reflects the political agreement that we reached on 1 December 2011 to provide additional ITER financing of exactly EUR 1.3 billion for 2012 and 2013. In addition to the EUR 100 million already included in the 2012 budget, it is necessary to raise the ceiling of Heading 1a and to reduce proportionately this year’s ceiling for Heading 5. Here, the agreement does not prejudge implementation or what should be done for 2013, because the other challenge we have to face in the negotiations over next year’s budget is how to find an additional EUR 360 million without damaging any other projects in the areas of competitiveness and an innovative Europe.
