"− Just like industrial policy goals, energy policy goals are vital to the European Union. I believe that our industrial policy goals were given somewhat less attention in the review of the directive, and we must therefore strike an appropriate balance between opposing problems. We must in all respects approach the issue of energy taxation with care. We must harmonise it with the recently adopted Energy Efficiency Directive, and with EU energy policy guidelines. The taxation of energy on the basis of two factors, namely CO emissions and energy content, would lead to a more logical and more consistent system. This proposal could also contribute to the implementation of our Europe 2020 strategy. However, we must consider the fact that it would also entail a considerable rise in diesel fuel prices in most Member States. Thus, even if we approve the minimum value for diesel, I do not find the introduction of the principle of proportionality in its current form to be desirable. This step would constitute interference in national tax policies, not to mention that the rise in diesel fuel prices would also cause an increase in the prices of several other goods."@en1
