This piece of legislation aims to help small and medium-sized enterprises as well as Europe’s big businesses, encouraging the former to expand over the medium term and lowering the cost of opening subsidiaries in other Member States for the latter. Furthermore, it aims to stimulate foreign investment in Europe, which is currently discouraged by the fact that the interaction between different national systems can cause double taxation or over-taxation.
