"The agreement on the exchange of Passenger Name Records (PNR) is most definitely to be rejected. This agreement does not provide adequate protection of European citizens’ personal data. In particular, it continues to be possible for the data to be transferred to third countries at the discretion of the US, and it is also the case that European air passengers are not treated on a par with those from the United States. The PNR agreement is also classed as an executive agreement. That means that it is not submitted to Congress for ratification and therefore it is not actually legally binding for the US. On the other hand, however, the US has access to all data from the booking stage onwards, which is made even worse by the fact that the data centres of all four large, global booking databases are in the United States, which has been able to avail itself of them at will since 2001 by means of administrative orders. The Commission was not able to get its way on a single aspect that is important to Europeans, and it also failed to negotiate an improvement in the legal status of European air passengers. Therefore, the result is an agreement that only brings advantages for the US and its secret services. I therefore voted against this agreement."@en1
