The tragic events of 11 September 2001 in the United States alerted governments and airlines to the need to step up their security levels, so as to prevent acts of terrorism that could destroy thousands of human lives. Since 2007, the European Union has been seeking to negotiate with the EU an agreement on the use and transfer of passenger name records to the United States Department of Homeland Security. However, holding passenger details on file and the request for information of a personal nature – health, financial situation, etc. – has been arousing enormous concern about violations of data-protection rules. The conclusion of an EU-US agreement on the use and transfer of PNRs is the best solution, rather than concluding bilateral agreements. This proposal represents the US moving significantly towards the positions argued by the EU. However, this agreement does not guarantee the European public more protection. It is noteworthy that a ‘push’ as opposed to ‘pull’ system is allowed. This means there is no guarantee that there would be no breaking into our computers and databases. I therefore abstained from the vote on this motion for a resolution."@en1
