"Madam President, we are all agreed that the EU and the US must protect the security of all citizens. The joint bilateral efforts to counter terrorism are not what is in dispute here. I think we all agree on that. Nonetheless I would like to make it very clear that data protection is regulated in the EU in Article 16 TFEU and Article 8 of the Charter of Fundamental Rights and must be respected. Please consider that Article 13 and Article 21 of this EU-US PNR agreement clearly contradict one another and do not invest European citizens with any new rights. For this reason, I would call on the Commission to continue the negotiations in order to obtain an acceptable solution for our citizens. Ambassador Eacho once said: ‘freedom without security is fragile; security without freedom is repressive’. In other words, it is a matter of finding the right balance and this is something that can be achieved through efforts on all sides."@en1
