"The crucial area of energy policy was, is and will continue to be determined by the state, and introducing universal measures for the whole of Europe in this area, while each country has a different energy mix, may lead to a situation in which one or many EU Member States are adversely affected by the decision taken. In the context of restructuring the Community framework for the taxation of energy products and electricity, I would like to call attention not just to action for better protection of the environment, but also to measures which meet the expectations of the citizens and industry, and which, as a consequence, affect such areas as economic growth, unemployment and energy prices. In the final analysis, the measures we employ should take account of the interests of the citizens we represent. With reference to Poland and the Lubelskie Voivodship, I would like to appeal for the right of my country to an optional application of the emission factor component of the amended Council directive, and also to call attention to Poland’s right to use its substantial resources of coal on a competitive basis and – here I would like to draw attention to terminology – in the framework of a low emission economy, not a low carbon economy, because, of course, in view of the technologies available, using coal does not have to mean a rise in CO emissions."@en1
