"Mr President, the Council Presidency has told us that on 15 May, it will work towards a European mandate allowing the Commission to negotiate. I think that is a good thing. Rightly so. We will then be able to see how far the European Commission gets in its negotiations with Switzerland and others. It is also right, however, when honourable Members say that we should go for enhanced cooperation in areas where they can help us further. Yet you should ask sometime – you do, after all, have an audience for what you are doing – you should ask the German Government and the French Government why they have not been doing that for a long time already. Why is it that in their home countries, they always come out with fine words, but never actually take the initiative. That would be something. Please would you also publicly answer the question as to why the US is apparently far more successful in its bilateral efforts and is able to exert pressure far more successfully – on Switzerland, for example – than the German Government, rather than simply saying that what they are doing is fine. In the interests of our citizens, ask what the US is doing differently to European countries, so that we can make some practical progress at last."@en1
