"I support this draft protocol and am in favour of the European Council decision to examine the proposed amendments to the Treaties. Since the Heads of State or Government have already come to a political decision within the European Council, and since the protocol already explains the areas that are of concern to the Irish, everything seems to be settled. There remains, however, the issue of the country’s military neutrality, which is more complicated because of the powers conferred by the Union.
Nonetheless, it is important to consider the position adopted by the Committee on Constitutional Affairs, which holds that the obligation to provide mutual assistance under the Treaty of Lisbon can be safeguarded, as each Member State can choose what kind of assistance to deploy."@en1
